“十五五”时期全面深化体育改革的堵点问题与推进思路

Obstacles and Promotion Strategies of Deepening Sports Reform During the 15th Five-Year Plan Period

  • 摘要: “十五五”时期是我国迈向2035年全面建成社会主义现代化体育强国的重要衔接,是进一步全面深化体育改革的攻坚阶段。研判改革走向,“十五五”时期进一步全面深化体育改革应践行“四个重要”、服务国家战略、坚持人民属性、面向现代治理、推进开放多元。从实践来看,还存在央地和部门间协调联动不强、基层“最后一公里”衔接缺口、运动项目管理体制运行不畅、体育产品与服务供需失衡、体育要素资源市场化配置不足、社会力量参与程度有限、体育后备人才培养渠道阻塞、体育行业治理效能不高等问题。下一步改革在处理好重点关系的基础上,应进一步理顺体育管理体制机制,构建竞技体育新型举国体制,完善全民健身公共服务体系,创新基层体育治理,打通体育后备人才培养渠道,健全社会力量参与体育机制,深化体育行业治理,强化央地和部门协同联动;在组织实施中加强党的领导,强化改革系统谋划,更新体育发展理念,夯实法治保障。

     

    Abstract: The 15th Five-Year Plan period is an important link for China to move towards building a socialist modern sports power by 2035, and a crucial stage for further comprehensively deepening sports reform. Judging from the direction of reform, further comprehensively deepening sports reform during the 15th Five-Year Plan period should practice "four important principles", serve the national strategy, adhere to the people's attributes, governance for modernization, and promote openness and diversity. However, in practice, there are still problems including the weak coordination and linkage between the central and local governments and departments, gaps in the "last mile" connection at the grassroots level, poor operation of the sports management system, imbalance between supply and demand of sports products and services, insufficient market-oriented allocation of sports element resources, limited participation of social forces, blocked channels for cultivating sports reserve talents, and low governance efficiency in the sports industry. In the next step of reform, on the basis of handling key relationships, the sports management system and mechanism should be improved; a new national system for competitive sports be built; the public service system for national fitness be well-developed; the grassroots sports governance be innovated; the channels for cultivating sports reserve talents be opened up; the mechanism for social forces to participate in sports be improved; the governance of the sports industry be deepened; and the coordination and linkage be strengthened between the central and local governments and departments. In organizational implementation, it is necessary to strengthen the leadership of the CPC, enhance the planning of the reform system, update the concept of sports development and consolidate the guarantee of the rule of law.
