Problems and Adjustment of China's Integrated Sports Tourism PolicyBased on the Three-Dimensional Framework of "Tool-Subject-Object"

Abstract
Based on the theory of policy tools, this paper constructs a three-dimensional analysis framework of "policy tools-policy subject-policy object", and uses content analysis method and Nvivo 12 Pro software to conduct quantitative research on 29 policy texts of state-level integrated development of sports tourism in China from 2016 to 2025. It is found that the dimension of policy tools presents a structural imbalance of "supply-based and environment-based while demand-based insufficient"; the dimension of policy subject is "big government while small market", and the participation of mass organizations and interest enterprises is insufficient; there is a significant difference in the dimension of policy object between "heavy industrial park construction and light competition brand". The three-dimensional dimension is characterized by dense policy at the core level and "discrete" at the outer level, and the application of demand-based tools in the cultivation of event brands is scarce. Suggestions: adjust the structural design of the sports and tourism integration policy text; strengthen the system synergy of policy text tools; drive the high-quality construction of sports events with policies; implement policies according to the regional characterisitcs to create a combination of sports and tourism integration policies; innovate the multi-dimensional policy space of "sports brigade +".
