Selection Tendency of Mass Sports Policy Tools-Based on the Content Analysis of 31 Copies of Provincial "National Fitness Implementation Plan (2016-2020)"

Based on the theory of governance hierarchy, the study, taking the National Fitness Implementation Plan (2016-2020) in 31 provinces as samples, builds an analysis framework and uses content analysis to explore the current tendency of mass sports policy tools.The results show that:(1) the selection of the operational layer tools is too high; (2) the selection of tactical layer tools is mostly based on traditional public administration; (3) the selection of strategic layer tools lacks institutional synergy.Based on this, the study proposed that the tools selection should be less mandatory; method selection should focus on the practice of governance concept; and the system selection should adhere to the principle of overall planning.
