Abstract
High-quality development is a scientific response to the question of what kind of growth youth sports can achieve in the current era. Grounded in the epistemology, value theory, and methodology of developmental philosophy, this study focuses on three levels: what constitutes high-quality development, why it is essential, and how it can be achieved. It addresses the definition, significance, and implementation of high-quality development in youth sports, forming a systematic understanding from concept to practice. The research suggests that the high-quality development of youth sports is a concept with ambiguity, multi-dimension and historical significance, reflecting the contemporary demands for high-quality economic and social development, the value orientation of youth sports, and the ongoing deepening of youth sports reform. The study also proposes that achieving high-quality development in youth sports should balance several key relationships, such as "quantity" versus "quality", "seeing things" versus "seeing people","government" versus "market, society", "efficiency" versus "fairness", and "whole" versus "part", etc.
