  • Literature review, case studies, logical analysis and other methods are used to study the elements and experiences of the implementation of recess physical activities in American elementary and secondary schools. The study concludes that the composite elements of the recess sports activities in the United States are demonstrated as follows: at the individual level, the active, enjoyable and responsible activity value leadership system was formed; at the interpersonal level, the synergistic, interactive and safe emotional relationship promotion system was created; at the institutional level, the rich, convenient, and clear standard system for implementing activities was provided; at the community level, the diverse, coherent and sustainable community resource support system was built; and at the policy level, the scientific, fine and shared governance system of policy development and implementation was constructed. Its practical experience from the recess physical activity in USA includes building a community of practical governance through the concerted efforts of multiple actors, opening up channels for external empowerment to form a linkage of family and social resources, categorizing the needs of groups to guarantee the equal rights and benefits, integrating environmental influence factors to promote the implementation of integrated interventions, and improving the assessment workflow to facilitate the continuous updating of services. It is proposed for Chinese recess physical activity in elementary and secondary schools that the regulations should be improved and requirements be refined to provide policy-driven implementation; the guidance and respect for choice be highlighted to provide the motivation for the implementation; synergy be promoted and the design be optimized to provide resource support; the organization be strengthened and the process be standardized to provide safety support; the supervision be optimized and feedback be searched to provide innovative support for the implementation of recess physical activities.
