Abstract:
To handle well the relations between government and grass-roots sports social organizations is the basic prerequisite of improving sports social organizations' development.By using the method of literature review, this article elaborated the three dimensions of goal setting right, inspection right and incentive allocation right from the perspective of "Control Rights" Theory. It analyzed the dilemmas between government and grass-roots sports social organizations, including the institutional maladies, mechanism disadvantages and policing barriers, etc. And the innovation strategy have been put forward in four aspects:breaking through the bottlenecks of high dependency by from "campaign-style mobilization" to "decentralized governance"; overcoming the drawbacks of strong bureaucracy by from "authority management" to "adaptive negotiation"; solving the problems of low freedom by from "raising the quota at each level" to "supporting and encouragement"; and shaping the cohesive force by from "report to the leadership" to "collaborative linkage".
