th World Anti-Doping Conference on November 2019 will be put into force from January 1, 2021.The 2021 Code emphasizes the aim of anti-doping is to protect the value of health and to protect the athletes' right, so the
Athletes' Anti-Doping Rights Act has been enacted. The new
Technical Documents have been added as main elements of the world anti-doping rules program in the Code.Some revisions include the new kind of anti-doping violation of discouraging or retaliating against reporting to authorities sanctioned by the Code, the formulation of a new article on substances of abuse, and the Protected Person and the Recreational Athletes become the new subjects in the Code.A new article has been added on aggravating circumstances under which the accused one will be punished more severely, and the agreement of confession is recognized by the Code.The element of cheating has been deleted from the constitution of intention; the definition of in-competition has been revised and the requirement of fair hearing heightened.The China Anti-Doping Agency took part in the consultation process of the revising of the Code constructively.China enacted the new
