Abstract: Based on the background of the urgency to build a sport powerful country, the era background and weakness in the development of ice and snow sports in China were analyzed.It holds that: system reform and scientific and technological assistance should be adopted to improve the winter sports levels; the supply of winter sports venues be expanded by way of scientific planning and enriching types; winter sports industry chain be built by means of industry balance and public service; public foundation of ice and snow sports be strengthened by means of main-body construction and youth focus, which are mainly embodied in the leading role of the 2022 Beijing Winter Olympic Games and the radiating role of comprehensive development of winter sports.In this context, the role of the government, society and market was clarified in the development of winter sports.Government should courage the national winter sports association's roles in the standard and policy formulation, events promotion, talents training and foreign exchanges, and start the integrated deveopment model on the graded, socialized and marketized basis nationally.By means of service purchase, agency by agreement and joint governance, plural winter sports can be held by government and social organizations.As regards social organizations, networking and grass-root organizations on different levels are encouraged to stregthen the social governance, which will make the organized winter sports publized widely. Concerning the industry, industries integraton should be adopted to form a service-oriented industry, and innovated industry brand be built to promote its quality developemnt.
