我国城市体育智能治理系统构建与改革路径

Construction and Reform Path of Urban Sports Intelligent Governance System in China

  • 摘要: 采用文献资料法等对我国城市体育智能治理系统进行研究,认为:人工智能技术为我国城市体育治理改革带来契机,智能识别与精准筛选可为体育治理提供翔实的数据信息;情景模拟和议题聚合可降低体育治理成本,提升效率;逻辑判断和感知推理可为体育治理提供决策辅助;过程监管和效能反馈可帮助体育治理实现跟踪评估和绩效评价。当前人工智能参与城市体育治理面临诸多现实挑战:①多元治理主体动力不强、能力不足;②治理结构的条块分割导致信息资源无法共享;③可靠性、安全性尚存在一定缺陷;④政策、制度、市场等方面尚存明显不足。提出新时代我国城市体育智能治理改革路径:①转化治理主体认知理念,提升治理主体技术能力;②优化治理结构,破除信息与数据壁垒;③加强技术研究,突出安全监管;④加强政策支持,完善制度建设。

     

    Abstract: By the methods of literature and logical analysis, the intelligent governance system of urban sports in China has been studied. It believes that artificial intelligence technology has brought a good opportunity for the reform of urban sports governance in China, as intelligent identification and accurate screening can provide detailed data information, scenario simulation and topic aggregation can reduce costs and improve efficiency, logical judgment and perceptual reasoning can provide decision-making assistance, and process supervision and efficiency feedback can help realize tracking evaluation and performance evaluation. However, at present, the application of artificial intelligence in urban sports governance faces many practical challenges: the multiple governance subjects are not strong either in their motivation or ability; the fragmentation of governance structure leads to the inability to share information resources; there are still some defects in reliability and safety; there are still obvious deficiencies in policies, systems and markets. In order to promote the development of China's urban sports intelligent system in the new era, the concept of the governance subject should be transformed to improve its technical ability, the sports governance structure should be optimized to break down the barriers of information and data, technology research should be stressed to highlight the safety supervision, and policy support should be strengthened to improve the system construction.
