Abstract:
The characteristics and experience of recreational sports policy environment development in various historical periods in developed countries are summarized through the method of documentation. It is held that this is a gradual process under the guidance of the government, which has gone through the stages of preliminary guidance, vigorous promotion, systematic intervention and commercial-capital-led guidance. The main experiences include the government investment in the construction of a large number of public sports venues and facilities, a significant proportion of lottery funds into public sports, the foucus on guiding social forces and markets to dominate recreational sports activities, the vigorously support to grassroots non-profit sports clubs, and the active guidance to the combination of leisure sports and basic education. Such suggestions are thrown up to promote the recreational sports policy as to adjust the means, intensity and direction of direct government investment, increase the support for social capital and nonprofit clubs, reduce the cost of recreational sports participation, establish the effective industry credit system and standard and try to establish the policy supervision and performance evaluation system and so on.
