我国高校高水平运动队考试招生新政:理念引领、现实关切与推进策略

New Policies on the Examination and Enrollment of High-Level Sports Teams in China's Colleges and Universities: Conception Guidance, Realistic Concerns and Promotion Pathways

  • 摘要: 教育部、国家体育总局联合印发《关于进一步完善和规范高校高水平运动队考试招生工作的指导意见》,旨在通过考试招生端的重大变革有效推进高校高水平运动队建设与发展。认为:在理念引领方面,紧跟新时代新发展步伐,通过找准办队定位贯彻新发展理念、推动高质量发展,在考试招生全过程中促进教育公平,并深化体教融合,推动部门协作、目标融合与资源共享;在现实关切方面,力求服务国家竞技体育发展战略,回归高水平运动员培养定位,回应教育公平现实诉求,推动高校高水平运动队建设提质增效。提出推进策略:推进体教融合发展;推行高校高水平运动队“注册制”改革;推动青少年体育赛事体系融合;推进高校体育学类专业建设;针对不同运动项目精准施策;增强政策执行的解释性张力,发挥基层实践智慧。

     

    Abstract: Guidance Opinions on Further Improving and Standardizing the Examination and Enrollment of High-level Sports Teams in Colleges and Universities issued by Ministry of Education of the People's Republic of China and General Administration of Sport of China, aims to effectively promote the development of the construction of high-level sports teams in colleges and universities with significant changes in the examination and enrolment. In terms of conception guidance, China follows the new developments in the new era and searches the right positioning of running teams, implement the new development concept to promote the high-quality development. It stresses educational fairness during the whole process of the examination for enrolment. Furthermore, it deepens the integration of sport and education, and promotes the collaboration of departments, goal integration, and resource sharing. In terms of realistic concerns, the construction of high-level sports teams strives to return to the positioning of athlete students' training, serves the strategic needs of national competitive sports, and responds to the realistic demands of education equality, thus to improve the quality and efficiency of the team construction. The promotion strategies include the practical development of the integration of sport and education, the implementation of the "registration system" reform of high-level sports teams, the integration of the youth sports event system, the major construction of sports science in colleges and universities, the definite policy making cater for various sports, the good policy implementation as well as the practice wisdom at primary levels, etc.
