Abstract: The multi-subject relationship of cross-regional governance of sports public services in urban agglomeration is the key to the efficiency and quality of cross-regional governance. Using the methods of field work, expert interview and social network analysis, and with the help of Ucinet software, the multi-subject relationship of cross-regional governance of sports public service in urban agglomeration of the Yangtze River Delta is presented quantitatively. It believes that the cross-regional collaboration among participants is a rational choice for the sports public service governance in the Yangtze River Delta, where so far the sports departments at provincial levels make the greatest contribution to the governance, while the other subjects show a non-sustainable state of "passive participation". They are presented to be a collaborative relationship among multiple subjects driven by the government's "administrative task", which is contrary to the concept of "governance" and occupies the participation space of social forces, leading to the short-term "rent-seeking" behavior of the subjects and local protectionism. The optimization strategies include a multi-subject cross-regional collaborative governance alliance across administrative divisions, the construction of "incentive compatibility" system, an information sharing platform and interconnection channels for multiple subjects, the integrated operating mechanism and the cross-regional governance linkage.
