Abstract: The nullness in the administrative filing system for sports events is characterized by the conflict between central arbitrary filing norms and local weak mandatory filing norms, and the reason for this conflict is that the legislative body fails to accurately recognize the information regulation function and supervision function of the administrative filing of sports events. In order to realize its proper value, the mandatory filing should be combined with the incentive filing to reconstruct the information regulation function and supervision function of the administrative filing of sports events. Concerning its practical pathway, the Regulations on the Management of Sports Event Activities should be formulated as the basis for the implementation of administrative filing, and the relationship between administrative filing and administrative licensing should be comprehensively clarified as the mechanism for the implementation of administrative filing. Administrative filing procedures for sports events in the framework of graded classification management should be constructed. And it is to make sure the organizers of sports events as filing obligation persons to file to different departments and bear the corresponding administrative and legal responsibility based on different types and levels of events.
