Sports Law of the People's Republic of China (new Sports Law) is a general legal norm produced by induction and abstraction, which dominates over the legal norms of other chapters of the new Sports Law. It is very important to accurately interpret its core meaning for the purpose of its implementation. The legal hermeneutics is taken as the research method, combined with the comparison of the revised content with the old General Provisions of
Sports Law of the People's Republic of China, a holistic comprehensive explanation of the 15 legal provisions in the new General Provisions is made from five parts: sports legislative purpose and working policy, citizens' sports rights, guarantee of citizens' sports rights, basic principles of sport activities, international exchanges of sports. Besides, it also explores the legal basis of the General Provisions from the perspectives of the system of legal norms, ruling party norms, national policy norms and social norms, etc.
