Abstract:
With the methods of literature review and field work, the study explored the allocation of public sport facilities in county regions in China. The findings show that it is still insufficient in the total number of county sport venues, with an imbalance of configuration structure. Government-orientation still dominates the allocation, and there is yet a long way to go to the legalized allocation policy. The study provided the suggestions as follows:firstly, the county sport venue's allocation should give priority to small and medium sized venues in order to increase the total amount and accomplish the equal sharing. The top-level design should be well conducted to optimize the allocation structure, thus to reflect the region difference and features. The collaborate governance of "effective market" and "effective government" should be advocated to promote the PPP model. Lastly, relevant laws and regulations should be revised and improved to incorporate public sport venue allocation into the legal system, thus to invariably improve the allocation efficiency and level of county public sport venues.
