Abstract: With the "National Program for Football Reform and Development" introduced, there has been a rapid progress in campus football. But new problems keep emerging and are required to be solved as soon as possible, in particular, concerning some global issues. With the methods of literature review and logical reasoning, the paper conducted the study in the aspects of knowledge promotion, system perfection, plan implementation and pitfall avoidance. The results show that the function of campus football education should be fully explored with specific measures; the contradiction between popularity and improvement contributes to the thought of quick success and instant benefits; leadership and operation system which have various defects should be well coordinated; 50,000 experimental schools have to be scientifically and immediately planned; and serious mistakes shouldn't be duplicated and belittled.
