Abstract: By selecting 97 texts of national sport policies in the range of 1949-2016, the study utilized the policy system theory to analyze the basic political information, policy theme and policy effectiveness, trying to find out the sport policy evolution features of New China since 1949. At the same time, Grounded Theory and content analysis were used to explore the existing problems in the selection and enforcement of the sport policy tools in China, based on the 3 national representative policies and 106 policy clauses as analysis units. The study holds that the sport policy in China should conform to the multiple social development by means of the transformation from the "supplier" to "provider" as well as the improvement of policy category.
