Abstract: The study tries to explore the problems in the development of sports complex in China, including the focus on just stadiums and facilities, carrier space yet to be expanded, the ability of all-round service for sports yet to be improved, government-policy-pushed execution, and limited social capital participation, etc. Based on the "people-centered" sports value orientation, the study puts forward the transformation path and innovative development mode, that is, the fashion and multiple services should be provided; scientific layout to cover urban and rural areas should be adopted; local resources and conditions should be taken into consideration; and internal bodies and organizations should be cooperated to realize its integration.
